Finale will involve players visiting three locations

Since the party hats were initially only available for a limited time, and were later removed players lucky enough to have one can sell them for billions of coins. Although the hats are just for decoration and don't provide any stat bonuses, they're at present the highest priced item in the Grand Exchange, hitting the highest value of 2.1billion gold in 2015.
To obtain the heads of a Golden Party Hat, players must complete "various objectives" and earn eight golden shards as a reward for their efforts. Once the eight shards are taken, they will be put together into a Golden Party Hat.
However there is a catch. Not only is the event limited in time, but only one golden hat will be created for each participant. Like their 2001 predecessors, Jagex says of the golden caps that "after the cut-off date it will be impossible to make them earned again!"
If the new item will disrupt the in-game economy and reduces the value of the existing party hats or becomes a new and even more premium item remains to be determined. Jagex will be celebrating the occasion in the same manner but will be transforming the in-game Grand Exchange location into "a Golden Party Hat winter wonderland".
The golden hat is the crowning element (sorry) to RuneScape's year-long celebrations of the 20th anniversary. It's launching in conjunction with the partyhat event, it's the fourth and final stage of the anniversary quest, Once Upon a Time, that runs throughout the time.
Fittingly titled Finale The chapter is described as "the final chapter of the story that explores RuneScape's history, present, and future , and ends the story's journey to a close for Relomia The quest's antagonist."
Finale will involve players visiting three locations namely the Black Knight's Fortress The World Gate, and the island of Kami-Shima - which could offer glimpses of future Futures. After completing the chapter, the players "four Quest points, a new magical T5 dice.
