Jagex says that "a completely new experience that will make up part of the Elder God Wars storyline" will replace Duel Arena in the early 2022 timeframe However, no additional details are available yet.

Jagex have announced, after 18 years as the battleground for PvP, Duel Arena will be ending its presence in RuneScape and a new region will be added. RuneScape is set to launch Het's Oasis that will have a brand new terrain, new skills and two new mini-quests you can try.
This morning, the Oasis Restoration participants will be tasked by the task of transforming the Duel Arena following a cataclysmic earthquake that devastated the arena. The players will have to cooperate to transform the stadium from "a bloodthirsty battle pit where legends have made a living from one-on-1 games, into a peaceful area."
Players will be able to reconstruct the region and complete daily tasks which will earn them rewards according to their performance. People who participate in the event for community members will be awarded exclusive rewards for the event like a brand-new name, a crocodile as a pet, armored clothing with a desert theme, and Gators' footwear.
Following the two-week community celebration the newly constructed area will become known as Het's oasis - a space that is a place of exploration and learning with new skill-related content for anyone looking to develop their Agility, Hunter and Farming skills.
