Why wouldnt he have his good stuff on Rs2?

My password to the banned account had been forgotten since it was blocked prior to the "last chance appeal" was granted. The account was later deemed unusable. So after hearing about the last-chance appeal, I decided that i could recover my password and give the information to him. I had my password restored and submitted a last opportunity appeal on 18th. A week later (today) I get a little blue notification informing me that I was "successful".
I was happy and I logged in. I looked at the intro screen and saw that it had said that I last logged in 1300 odd days ago on my IP. (i looked this up). I went through my inventory and saw I had my complete rune (diamond amny) and blue staff (to be a match to the blue phat) and a green cape (to be a match to the blue cape to match the blue phat), boots, and gloves. But i wondered what are my blue green and pink phats? Are you the one?
I went to the bank to find that it only had my maze key set, and half an ice cream pizza. Since he was banned before rs2 was released, his items should have been transferred to rs2 as soon as it came out. Since I've been able to access accounts that weren't blocked for rs2 to open and masks as well as other items they owned are still accessible.
Why wouldnt he have his good stuff on Rs2? But he was able to access all the nooby things. I know he wasn’t hacking, as his IP was the same as when i first logged in before I was banned. Please don't claim he had been hacker. I was looking at the "last login from IP." screen that appears on the screen that introduces. It said the same IP it always shows. I also signed in last 1300 days in the past. That's the time I was banned. Therefore, being hacked isn't a possibility.
My aim is to level up to 53 so I can do all quests with farming requirements. I'm currently level 31 in farming. I have a Falador Willow tree as well as a Catherbery Apple tree. Do I have to plant fruit trees or trees as soon as they're fully grown?
