Bringing over the original PSO2 in any way

Because NGS is designed to sit alongside current-gen PSO2; you can move characters back and forth between them at any time. They will be applying the graphics engine upgrade to the first PSO2 also so it will continue to exist next to NGS instead of only be abandoned.
They likely figured that individuals would wish to be able to go through the first PSO2 how JP players did so that, when NGS comes, they could experience precisely the exact same context that JP gamers had/have. They've also expressed that they want JP and NA to eventually maintain sync, so this provides a path so that NA players can arrive to that same stage as JP players in a more-accelerated manner.
You could look at any F2P match cynically in that way -- the only reason to start any F2P game (or game, really) is to at least break-even or ideally profit. But when they'd only started NGS without bringing over the original PSO2 in any way, there'd be a lot of content NA players would be missing out on, and that includes items you may buy in PSO2 and carry around to NGS.
(Which is why even using Tweaker and playing on the JP servers would not be the same, since you couldn't take any of the over to NA servers.) Plus, given that they decided original PSO2 is going to stand alongside NGS, they were going to need to port both over anyway, better to do it in phases.
