RuneScape as a Means to add functionality
I believe Higgs was focusing on modifications that turn the homes into more of an RP focused area as opposed to a support centre. And something more such as a Player Owned Barracks or base camp could be a good alternate in order to add support performance.
I believe that they're more considering it as a means to add functionality without it being radically different concerning training and it's effect on outside characteristics of the game. Much like incorporating RP functionality, than traditional support/artisan ability performance. By making them a place to socialize/facilitate parties or something, sort of like a standard residence.
