OSRS player here. A RS3 Ironman was started by me and I got the hang out of it, to some extent. But were the first weeks overwhelming! I get RuneScape gold, if a game is as outdated as RuneScape is, an individual could anticipate that it is packed with content. Problem is, it seems like RuneScape wants you to learn/do EVERYTHING right at the start of your accounts. Your points are pretty strong, idk if I would begin players on legacy per se, but I feel legacy as a whole has to be eliminated, it only adds another layer of confusion to RuneScape, and was just introduced to ease the pain of skills, before revolution turned into a thing. It doesnt serve much purpose today, but that's just me. I am eagar to see how your opinion and understanding changes as RuneScape progresses, but youre definitely right on one stage. RuneScape's intro needs work.
